The Procurement Act 2023 came into force on 24 February 2025

Education procurement formally shifted from ‘Most Economically Advantageous Tender’ (price-led) to ‘Most Advantageous Tender’ (value and outcomes-led). For EdTech and education vendors, this means demonstrating evidence of impact is now a procurement requirement, not a differentiator.

The DfE launched a formal EdTech Evidence Board in 2025

The Department for Education established a board to assess the quality of evidence produced by EdTech vendors and set product quality standards. The objective is to ensure that purchasing decisions are grounded in genuine evidence of efficacy, not marketing claims.
